INTRODUCTION

Felony case management was developed in Collier County in July of 2006 with the intent to improve procedures in criminal cases in the Felony Court Division in the 20th Judicial Circuit of Collier County Florida. Procedures were established to improve predictability, efficiency, and timely disposition of felony criminal cases in the circuit court, and to ensure compliance with the provisions of the Florida Rules of Criminal Procedure. Effective case management techniques allow courts to adapt the case flow process to the requirements of individual cases by application of uniform and consistent time standards for the criminal cases. Close case monitoring ensures the case progresses in a timely manner.

Four areas of performance measures Collier County is monitoring to ensure cases are progressing in a timely manner are:

Clearance Rates measures whether the Court is keeping up with its incoming cases by disposing of more cases than is being filed for the month.
Average Age of Active Pending Cases is the age of active pending cases pending before the Court.
Number of Continuances is the number of times a case has been continued before the Court.
Average Time to Disposition of Active Pending Cases is the number of days that the Court is taking to dispose of a criminal case.

Since inception, the Court, the State Attorney, the Public Defender, and the defense bar have collaborated with the view towards a just and efficient disposition of criminal cases.
